Welcome!    During the past legislative sessions in Annapolis, I have fought for  and supported legislation on Education, Healthcare, Crime and other critical issues facing our communities.  Over the past nine years I have continued to work on these, as well as, other critical issues.  I work hard to  reach out to constituents in order to understand their concerns and to keep them informed about important developments which may affect them. As part of my efforts to keep you informed, this website provides information about  important issues affecting Maryland and the 44th Legislative District and about my outreach in the district's communities.  Also, take a look at my   E-Newsletter called  "THE HAYNES  REPORT"  to find out what's going in the 44th District and the State of Maryland.  With these goals in mind, I hope that you find this website both informative and enjoyable! 



RE-DISTRICTING HEARING

The Governor's Redistricting Advisory Committee will hold its Public Hearing for Baltimore City on FRIDAY, AUGUST 12, 2011, 6:30 P.M.

LOCATION: MORGAN STATE UNIVERSITY, STUDENT CENTER (Calvin & Tina Tyler Ballroom  #4), 1700 East Cold Spring Lane, Baltimore City

TIME: 6:30 PM     
(NOTE: Meeting start time has been moved up from its originally scheduled time of 7 p.m. to accommodate residents observing the Jewish Sabbath.)

I encourage everyone to please attend this public hearing  as  it  directly impacts you and your representation in Annapolis.


44th Legislative District

Dear Constituents,

It has been both an Honor and Privilege to serve and represent you over the past eight years in the Maryland House of Delegates.  As you know, we have faced many difficult challenges over the past terms and I believe that through much dedicated, committed and hard work, together, we can continue to successfully confront these challenges.   As your State Delegates, I serve as Deputy Majority Whip and on the Appropriations Committee. As  a  senior member of  the Appropriations Committee I am proud of the fact that I have  successfully worked to bring back:
  • Over $200 million in Capital funding for in the 44th which has  created  much needed jobs;
  • Over $50 million in funding for School Renovation including a complete state of the of the art renovation of Dunbar High School and a new addition to the Violetville Elementary School;
  • Over $5 million  to keep Bon Secours Hospital from closing, thereby, saving over 750 jobs in the 44th District while providing access to Health Care;
  • Prevented funding for our Senior Centers and Programs from being cut or eliminated, 
  • Worked to provide much need funding to address health disparities in our District including  securing over $60 million for Breast and Prostrate Cancer Screenings and Treatment,
  • Worked to keep funding in place to address Chronic Diseases such as Diabetes, Hypertension, Kidney Disease, HIV/AIDS, and Drug and Alcohol  Abuse,
  • Worked for full funding for K-12 Education for the Baltimore City Public Schools.
As a lawyer in Baltimore, I have served the citizens of Baltimore for over 20 years  representing many families.  It is these legal skills, experience and practical insight  that I also bring to my job as your  legislator in representing you and fighting for you on the issues in Annapolis.  I am proud of my legislative record in successfully sponsoring and passing into law the following key pieces of legislation:
  • Automatic Expungement of Arrest Records Bill,
  • Gas and Electric Turn-off  Prevention  Bill,
  • Dental Care and Treatment Bill for  Children, 
  • Generic Prescription Drug Notification Bill,
  • Parren J. Mitchell Scholarship Program which provides 10 fully paid tuition scholarships including room and board.
Although I am proud  of the work I have been able to accomplish as one of your Delegates, so much more work remains to be done.  
My theme, "Helping Real People with Real Problems  Find Real Solutions," continues to be a guiding principle for me as I continue to work for you.  I believe that my job is not only to represent you and your community to find solutions to your community concerns and needs.  I am committed to "staying connected" with each of you by:
  • Sending out my annual "Legislative Wrap-Up Report" at the end of each  legislative session;
  • Consistently attending your community meetings to listen to your concerns;
  • Walking the communities during the summers interims to see first hand the issues confronting you and your community;
  • Sponsoring my "Annual Seniors Forum" throughout multiple locations in the 44th District to keep Seniors informed on the issues important to them;
  • Working with our Youth by providing summer internship opportunities in the legal field and working with our youth in mentoring programs in the 44th District,
  • AND with the use of technology! I have established a comprehensive website at www.KeithHaynes.com, a quarterly electronic newsletter, "THE HAYNES REPORT", and I am on "Facebook"  and "Twitter" in order to help keep you updated.

I will continue to provide  you with information on key issues and the efforts I have taken in the past and the initiatives I would like to make in the future on the issues which are important to you.
